Frederick W. Turner

Frederick Turner has over 30 years of experience representing clients in both transactional matters and litigation.

Mr. Turner is a 1980 graduate of Syracuse University School of Law, where he was a member of the Law Review; he also holds a Masters degree in Public Administration from the Maxwell School of Citizenship. In 1980 he joined the Office of the NYC Corporation Counsel. From 1984 to 1986 he was with the Appeals Bureau of the NYC Legal Aid Society. In 1986 he joined the New York State Attorney General’s Office and served as an Assistant Attorney General in the Environmental Protection Bureau. As an Assistant AG, he litigated numerous SEQRA cases, represented the NYS Department of Environmental Conservation in a variety of administrative and judicial matters and prosecuted numerous environmental crimes throughout the Hudson Valley. His work included one of the few prosecutions to protect endangered species in NYS. In 1992 Mr. Turner left the Attorney General’s Office to become the Town Attorney of the Town of Greenburgh.

In 2000, Mr. Turner joined a law firm concentrating in land use, municipal, environmental and real estate litigation and in September 2011 opened Turner & Turner where he concentrates in planning, zoning, municipal and environmental law and real estate litigation.

In addition to serving as Greenburgh Town Attorney, Mr. Turner has also served as Village Attorney for the Village of Elmsford and Special Counsel to the Village of Southampton, City of Mt Vernon, Village of Elmsford, and Village of Pleasantville. Turner & Turner has represented numerous environmental groups, including RiverKeeper, Bedford Audubon Society and the Wildlife Rescue & Rehabilitation Network of Westchester. He presently serves on the Board of the Federated Conservationists of Westchester County and is an active member of ELLA - Environmental Leaders Learning Alliance sponsored by Teatown. 

He has been a member of the Croton Unitarian Fellowship since 1998 and served as Board President from 2008 - 2010.

Keith R. Betensky is an accomplished attorney with over ten years of experience advising clients in New York and New Jersey. While Mr. Betensky handles a wide variety of civil litigation and transactional matters, his practice has a particular focus on residential and commercial real estate, including commercial leasing and zoning. Mr. Betensky has represented federally licensed wireless telecommunications companies, real estate developers, condominium associations, cooperative housing corporations, personal fitness companies, group medical practices, group psychology practices, retail companies, manufacturing companies, high net worth individuals and small business. Mr. Betensky's public utility wireless telecommunications practice includes zoning, leasing and municipal work in New York and New Jersey. Mr. Betensky has successfully represented personal wireless communications services providers and tower companies to obtain zoning permits for new cell towers, rooftop antennas, and modifications to existing facilities. Mr. Betensky has taught classes on the Telecommunications Act of 1996, as well as subsequent federal communication commission (FCC) rule-making, guidance documents, and state laws regarding the co-location of new carriers on existing base stations. Mr. Betensky has also advised clients regarding the unique legal issues associated with distributed antenna systems ("DAS").

Mr. Betensky is a member of the New York State Bar Association, the New Jersey Bar Association and the Westchester County Bar Association. Mr. Betensky is also a New York State licensed real estate instructor. He lives in Westchester County with his wife and two children.

Betsy Turner

Ms. Turner is a 1991 graduate of Fordham University School of Law. Following her admission to the New York State Bar in 1992, she worked at a premier New York City law firm where she performed legal research, prepared memorandums and pleadings and updated a legal treatise. Ms. Turner continues to manage, White Collar Crime: Business and Regulatory Offenses, published by Law Journal Press.

In 1996 Ms. Turner and her husband formed Turner & Turner. Ms. Turner concentrates in real estate, affordable housing, matrimonial and estate matters.

Ms. Turner is a trained conflict management and mediation consultant and previously worked as the Program Coordinator for Custody/Visitation and Child Permanency Programs serving Westchester and Rockland Family Courts. She is also trained and experienced in divorce mediation.
